Preheat the oven to 425°F (220°C).

Cook the breakfast sausage in a skillet over medium heat until well browned, breaking it up with a spoon as it cooks. Remove sausage from skillet and set aside.

In the same skillet, melt the butter over medium heat, then whisk in the flour and cook for 1-2 minutes to form a roux.

Gradually add the milk to the roux, whisking constantly until the mixture is smooth and thickened. Season with salt and pepper to taste, then remove from heat.

Spread frozen tater tots evenly in the bottom of a baking dish. Distribute the cooked sausage over the tater tots.

Pour the prepared gravy evenly over sausage and tater tots. Transfer the baking dish to the oven and bake for 20 minutes.

Remove the baking dish from the oven. Using a spoon, make four wells on top of the casserole. Crack one egg into each well.

Sprinkle shredded cheddar cheese evenly over the surface. Return the dish to the oven and bake for 10–15 minutes, or until the eggs are set to your desired doneness.

Garnish with chopped fresh chives before serving, if desired.
