Heat a large skillet over medium-high heat. Add ground beef and cook, breaking apart with a spatula, until browned. Drain excess fat from the pan.

Reduce heat to medium. Add tomato sauce, ketchup, water, chili powder, cumin, salt, and black pepper. Stir to combine and bring to a simmer. Let simmer while stirring frequently until mixture thickens slightly, about 5–7 minutes.

Preheat oven to 175°C. Lightly coat a 33x23 cm baking dish or sheet with nonstick spray.

Arrange buns in the prepared baking dish. Cut a slit in the centre top of each bun. Place a little smokie or piece of hot dog into each slit.

Spoon chili evenly over each sausage, making sure to get some inside the slit. Sprinkle shredded cheddar cheese generously over the top.

Bake uncovered for 10 minutes, or until cheese is melted and buns are lightly toasted. Separate buns and serve immediately while hot.
