Bring a large pot of salted water to a boil. Add rotini pasta and cook according to package instructions until al dente. Drain and set aside.

In a large pot over medium-high heat, cook and crumble ground beef until no longer pink. Drain excess fat if necessary.

Add taco seasoning and water to the cooked ground beef. Stir thoroughly and cook until the liquid is absorbed and flavors blend, about 2-3 minutes.

Return drained rotini and salsa to the pot with seasoned beef. Stir to combine ingredients evenly.

Add 1 1/2 cups shredded Mexican cheese to the pasta mixture. Stir until melted and creamy. Remove from heat, sprinkle remaining 1/2 cup cheese on top, and allow it to melt before serving.
