Set your oven to 190°C (375°F) and let it heat up.

Brown the ground beef with the onion and garlic in a pan over medium heat. Remove any leftover grease.

Add taco seasoning, refried beans, and water to the meat. Stir thoroughly and cook until it's all warm.

Microwave the tortillas briefly to make them easier to handle.

Put some of the meat mixture onto each tortilla. Add a handful of shredded cheese and roll them up tightly.
