Mix mashed potatoes, cheddar cheese, Parmesan cheese, egg, flour, green onions, garlic powder, salt, and black pepper in a large bowl until the mixture is thoroughly combined.

Using a tablespoon, portion and shape the mixture into compact, even balls.

Roll each potato ball in breadcrumbs or panko to ensure all sides are evenly coated.

Set the coated balls into the greased muffin tin cavities or evenly spaced on the prepared baking sheet.

Lightly spray or brush the tops of the potato balls with cooking spray or oil to promote browning.

Place the pan in the oven and bake for 20 to 25 minutes until golden and crispy on the exterior.
