Heat the oven to 175°C (350°F) and grease a 23×23cm (9×9-inch) dish lightly.

Brown the beef in a pan on medium. Drain any extra grease. Add in taco seasoning and water, and let it cook for 2-3 minutes until it thickens up.

In a big bowl, combine sour cream, cream cheese, refried beans, salsa, diced green chiles, half the cheese (around 1 cup), garlic powder, and onion powder. Stir until smooth.

Mix the cooked beef into the creamy mixture. Pour it into the greased dish, spreading everything out evenly. Sprinkle the rest of the cheese over the top.

Bake for 25-30 minutes until the cheese is melted, edges are bubbling, and the top turns slightly golden.
